We see the power of that jurisdiction immediately, as Walker faces a tribunal in Washington for the international incident he caused. Karli Morgenthau has gone underground, and the government has taken jurisdiction of the effort against the Flag-Smashers, leaving them grounded. Sam is left to lick his wounds alongside Torres (Danny Ramirez). Sam and Bucky are able to get the shield away from Walker, breaking his arm and knocking him out in the process. It's an intense two-on-one fight as the guys struggle to hold off the new super soldier, who pulls off Sam's wings and growls that he is still Captain America. But when Sam suggests he give him the shield, Walker takes this all as a tactic, attacking them. The two try to stop Walker, encouraging him not to go down a path he knows all too well. ![]()
